Thematic issue information: This special issue invites scholarly contributions examining how legal frameworks and security considerations shape contemporary public governance. We seek analytically rigorous and critically informed papers that explore the role of law in steering public institutions, ensuring accountability, and enhancing the effectiveness of state action in an increasingly complex risk environment.
