Abstract

Looking for good administration is not only the result of intellectual curiosity, but rather of a very practical necessity. The necessity – because it is a well know truth today that the way of administration functioning was, and still remains, one of the key factors affecting both the economy – its functioning and level of development – and the shape of the society.

Hence the special meaning of the task of looking for good administration in the Polish reality, where, right from the beginning of the transformation, the decision makers focused on modifying and improving the economy, almost completely forgetting about the need to restructure administration.

The main aim of the article is to prove that the understanding of the idea of good administration is a derivative of the ethics of a given period. And if so, it becomes obligatory to include the elements of ethics to the science and the practice of administration as this will allow for a more full and better fulfilment of administration’s essential function. The essential parts of administration in its contemporary understanding undoubtedly are the completeness of social communication (hence the role of communication ethics), as well as administration’s responsibility for harmonious social development (hence the role of ethics of responsibility).
